YES, GOD CHANGES - AND SCRIPTURE PROVES IT

INTRODUCTION Many have been taught that God never changes in any way, often quoting Malachi 3:6 or Hebrews 13:8. While it is true that God's nature, character, and holiness never change, the Bible is clear that His dealings with mankind, His covenants, and His requirements have changed at various points in redemptive history. Jeremiah 31:22 declares that God would do something entirely new, not merely repeat the old. In the New Covenant, God operates differently than He did under the Old Covenant. This was completed by AD 70 when the Old Covenant passed away entirely and the New Covenant stood in fullness.

A NEW THING - JEREMIAH 31:22 "How long will you go here and there, you faithless daughter? For the Lord has created a new thing on the earth: A woman will shelter a man."

  • Here God declares He will create a new thing, not simply continue the old pattern. The Old Covenant system of temple, priesthood, and sacrifices would be replaced by direct access to God through Christ. This is not sameness, it is divine change in covenantal administration.

THE CHANGING OF THE LAW - HEBREWS 7:12 "For when the priesthood is changed, of necessity there takes place a change of law also."

  • God Himself changed the priesthood from Levi to Melchizedek (Christ). This required the law itself to change. That is covenantal change.

THE FADING OF THE OLD - 2 CORINTHIANS 3:11 "For if that which fades away was with glory, much more that which remains is in glory."

  • Paul says the Old Covenant was fading away in his day. Something that fades is being replaced. By AD 70, the old had completely vanished, leaving the New Covenant standing alone.

THE ABOLISHING OF THE OLD LAW - EPHESIANS 2:15 "By abolishing in His flesh the hostility, which is the Law composed of commandments expressed in ordinances, so that in Himself He might make the two one new person, in this way establishing peace."

  • God abolished the Old Covenant system that separated Jew and Gentile. He did not preserve it, He removed it. That is change.

THE END OF SACRIFICES - HEBREWS 10:9 "Then He said, 'Behold, I have come to do Your will.' He takes away the first in order to establish the second."

  • God took away the first covenant to establish the second. A clear covenantal change in God's dealings with man.

THE END OF THE TEMPLE SYSTEM - MATTHEW 24:2 "And He said to them, 'Do you not see all these things? Truly I say to you, not one stone here will be left upon another, which will not be torn down.'"

  • God allowed His own temple to be destroyed in AD 70. Under the Old Covenant, His presence was tied to the temple. Under the New Covenant, His presence is with His people directly. This is a major change in how God dwells with man.

THE FULFILLMENT OF ALL THINGS - LUKE 21:22 "Because these are days of punishment, so that all things which have been written will be fulfilled."

  • Once all prophecy was fulfilled in AD 70, the Old Covenant era closed completely. God's covenantal dealings shifted permanently.

MISUSED SCRIPTURES: MALACHI 3:6 AND HEBREWS 13:8

MALACHI 3:6 IN CONTEXT "For I, the Lord, do not change; therefore you, the sons of Jacob, have not come to an end."

  • This is about God's faithfulness to His covenant promises, not about Him never altering His requirements or methods. He had promised to preserve a remnant of Israel, and He kept that promise. The same God who spared a remnant later changed the covenant entirely, fulfilling it in Christ.

HEBREWS 13:8 IN CONTEXT "Jesus Christ is the same yesterday and today, and forever."

  • This refers to the unchanging nature of Christ's person, not to the idea that His covenantal work never changes. In fact, the very book of Hebrews describes the change from the Old Covenant to the New Covenant (Hebrews 7:12, Hebrews 8:13, Hebrews 10:9). The writer knew Jesus had brought change, yet His identity as the eternal Son of God never shifts.

GOD'S CHARACTER DOES NOT CHANGE, BUT HIS DEALINGS DO

  • Genesis 9:3 - After the flood, God changed the dietary law, allowing all animals for food.

  • Exodus 20 - God gave Israel the Law at Sinai, which did not exist in that form before.

  • Acts 10:15 - God told Peter to eat what was formerly unclean, showing another change.

  • Hebrews 7:12 - God changed the priesthood and law.

  • Hebrews 10:9 - God took away the first covenant to establish the second.

These are all changes initiated by God without compromising His holiness.

COVENANTAL CHANGE IS NOT DIVINE CONTRADICTION

  • Under the Old Covenant, animal sacrifices were commanded (Leviticus 1). Under the New Covenant, they are abolished (Hebrews 10:18).

  • Under the Old Covenant, worship centered in Jerusalem's temple (Deuteronomy 12:5). Under the New Covenant, God's presence is with His people everywhere (John 4:21-24).

  • Under the Old Covenant, Gentiles were largely excluded (Ephesians 2:11-12). Under the New Covenant, Jew and Gentile are united in one body (Ephesians 2:13-16).

This is not God "changing His mind" like a man, but God fulfilling His plan through progressive stages.

CONCLUSION God does not change in His holiness, His truth, or His promises. But He most certainly changes in the way He works with humanity across history. Jeremiah 31:22 promised a new thing, Hebrews 7:12 declared a change of law, and Hebrews 10:9 confirmed the removal of the first covenant for the second. By AD 70, the Old Covenant had passed away forever, and the New Covenant stood complete. This is not a denial of God's faithfulness, it is the ultimate proof of it, as He fulfilled His Word and brought His people into the fullness of the Kingdom.
